There is a need to develop complex governance with participatory instruments of urban and territorial planning capable of addressing current and future challenges inherent to urban systems. These instruments should also facilitate the coordination of the different government levels in the territories that make up large cities with civil society and the private sector.

3. (1) In this Act, unless the context otherwise requires—

10.—(1) The Chief Executive Officer may prepare, or cause to be prepared, a physical plan for the whole of Grenada within three years after the commencement of this Act.
