Cities are the engine and node of the region's economies. The challenge is to increase their economic performance in a sustainable and equal way. Local and sub-national governments play a key role in facing the significant challenges in local management and implementation: the growth and improvement of the competitiveness of the productive urban base, the economy and government of urban land, asymmetries in terms of management capacity between local administrations, the definition of roles and responsibilities to provide infrastructure, among others.

It is essential to improve capacities and local instruments to guide sustainable urbanization and promote solid partnerships between the diverse actors and sectors involved in sustainable urban development.
