El Plan de Desarrollo 2017-2021 debe considerarse como un un marco para los programas y medidas políticas de los próximos cinco años: el plan establece donde Surinam quiere estar en 2021, y considerando donde estamos ahora, cómo llegar a ese destino. En un sentido técnico, formula los objetivos de desarrollo y los resultados para al menos los próximos cinco años y establece los principios que se seguirán en el proceso de desarrollo.
