Se entiende como recursos propios municipales los ingresos sobre los cuales los municipios tienen autonomía sobre su administración, o al menos para decidir sus tasas, y de los cuales puedan disponer para cumplir con sus competencias o responsabilidades de gasto. Esta autonomía es necesaria para asegurar la responsabilidad política y fiscal por parte de las autoridades subnacionales. En esta sección se encuentran instrumentos de carácter:
Tibutarior: Impuestos locales, contribuciones, tasas de servicios, otros tipos de recargos.
No tributario: Multas, rentas de capital, entre otros.

In Trinidad and Tobago there is no legal framework for public and private partnerships (PPP) nevertheless it exists The National PPP Policy and the ppp unit within the Ministry of Finance and Economy which promotes these types of projects in the country.

Non-refundable International Cooperation

In the THA Act 1996 it was allowed for the local government to obtain grants and technical assistance from international donors. The new legislation enunciates this capacity in the list of legal matters of which the Togago legislature have exclusive law making powers.

In the Local Government Reform Bill is included that the Municipal Corporations are allowed to have international aid fund and that theses should be located in the Corporation Fund

In Barbados Public and Private partnerships projects have been implemented since the 1990s trough protocols and strategic plans. However the public sector is only represented and managed by the central government. 

In Bahamas there is no official legislation about Public-Private Partnerships. However, there is the Public Private Partnership Policy in which any government agency can intiate a project under the Sponsoring Ministry of Agency.

The International Aid and Cooperation in Jamaica is managed by the central government and since 2011 has implemented a national strategy called Aid-for-Trade to articulate the country’s priorities for negotiating access to and efficient use of aid and investment to bolster its international trade

Local authorities in Jamaica in order to contract debt have to request the Ministry’s approval although this practice has been scarcely used.
