What is MINURVI?
The Forum of Ministers and High Authorities of Housing and Urban Development of Latin America and the Caribbean – MINURVI – is the coordinating and intergovernmental cooperation entity of the countries in the region in the field of sustainable urban development.
It is composed of Ministers of State and other government authorities responsible, in their respective countries, for matters related to housing, habitat, and urban development. Each Member State designates the governmental authority that will represent it at MINURVI meetings.
Objectives
- Represent the interests of Latin America and the Caribbean in matters related to sustainable urban development.
- Support and monitor the implementation of commitments, guidelines, and strategies related to the New Urban Agenda, the 2030 Agenda and its Sustainable Development Goals, and the Paris Agreement.
- Promote the exchange and dissemination of experiences among member countries in the field of housing and sustainable urban development.
- Encourage and implement joint work programs among countries of the region or subregions, fostering the search for new financial resources to facilitate their development.

Since 2021, the Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Human Settlements Programme (UN-Habitat) have officially taken on the role of Technical Secretariat to provide support and advice to MINURVI member countries. This strategic collaboration reinforces the United Nations' commitment to sustainable urban development and the strengthening of housing policies in Latin America and the Caribbean.
