Experiences from Malaysia and Jordan drive the update of Chile's National Policy led by the National Council for Territorial Development, with support from ECLAC
The National Council for Territorial Development of Chile (CNDT) is in the process of updating the country’s National Urban Development Policy. In this context, and in response to a request for support in identifying best practices and international experiences, ECLAC has facilitated exchanges between CNDT members and counterparts in Malaysia and the Hashemite Kingdom of Jordan.
On April 17, an exchange took place between the CNDT and representatives from the Ministry of Local Administration of Jordan, with the participation of UN Habitat. The session addressed Jordan's experience in developing its new National Urban Policy, adopted in March 2024. Topics discussed included public participation processes, the integration of issues such as climate change and migration flows, and urban-rural linkages.
On June 18, a second international meeting took place, connecting CNDT members with the Ministry of Housing and Local Government of Malaysia, with the participation of UN-ESCAP. Madame Norliza Hashim presented the 4th National Physical Plan, which Malaysia has been implementing since 2021. This framework policy guides the country's spatial planning and promotes balanced development between rural and urban areas. Madame Norliza also explained how this tool coordinates with the country's medium-term economic plan (5 Year Malaysia Plan) and strengthens governance between federal and local levels.
The president of the CNDT, Paola Jirón, and her team had the opportunity to consult on various topics, such as mechanisms for integrating urban and rural communities into a single plan, the participation processes of different stakeholders, and the role of technology in urban policies. This meeting facilitated the exchange of experiences between Chile and Malaysia, allowing both countries to observe the differences and similarities in their urban organization and spatial planning.
